My 1500 did it for years. I got 55,000 miles out of the first set of clutch plates. When I replaced mine, I only did the clutch friction pads and not the metal plates. Your '96, 1500D1, was factory equipped with front & rear KACR (Kawasaki Automatic Compression Release), units. They are designed to reduce compression when starting. The compression numbers you observed indicate the KACR units have been removed, or they both have broken, (which is very unlikely).Bump start downhill in gear, nothing. The guy who serviced it recommended turning the throttle twice to activate the pumper jet. Then press start and twist the throttle. The bike will ignite, and it's really loud, but it dies after a few seconds. I turn on the ignition switch and the spedometer lights up as well as the turn signal lights. I press the starter button and it does not turn over at all.
